The separate decision had been noted necessity of establishment for Turkestan of Main board of Moslems which already became known as the National centre (Milly Markaz) later.

      Congress has supported realisation of democratic freedom.

      Of national-state system Russia congress has made the decision (also as later the-first All-Russia Muslim congress) on which Turkestan should be a part of the Russian republic as the separate territorial autonomy organised on the basis of national self-determination.

      February events, sharply having politized a Turkestani society, promoted growth of national consciousness and national consolidation. However, naturally, it did not mean a full unification in all and absence of alternatives. We will notice, that already in the beginning of the activity representatives of the young national organisations have faced polar interests of different currents both in the most national movement, and out of it.

      Became obvious, that in the conditions of Turkestan practical realisation of program positions local nrogressistov-dzhadidov will meet counteraction not only from Russian is great-derzhavnikov, but also some conservative, traditsionalistskih indigenous population circles.

      Eventually, this circumstance has led to that in June, 1917 from organisation "Shuroi-Islomija" more conservative part - "Shuroi-Ulamo" ("Council duhovestva") has separated. The program and charter "Shuroi-Ulamo" affirmed as the beginning of July on one of the meetings, passing in an old city, in a mosque court yard Beglar-run.
